im apparently bad at remembering faces, thought they were more similar, in the past the doctor has bumped into fragments of a future regeneration or something like that (Baker to Davison) so figgured even if the guy is not a fragment of the doctor, its possible his likeness would stick during the next regeneration, (perhaps learning to control the form as the master does. )

but upon watching it more sober i see there is very little likeness. aside from the usual humanoid ones.
