I've just figured it out. That figure is the simian equivalent of the white blind penguins that are conspiring to enslave humanity. (Giraffes and cows are involved as well, but gireffes are hampered by having a neck three times longer than the rest of their body and the cows aren't very good strategists, so their current plan of "Get eaten by the enemy until their own digestive systems kill them" isn't working very well.)
Anyway. These things are what Nyarlathotep would have as pets. Except even he (it?) gets creeped out by that bug-eyed "I'm going to do horrible things to all your orifices, and then start making new ones in you" stare.
